Requirements:
- Membership in a derivatives market section
- License of an exchange intermediary authorizing the license holder to execute trades in commodity futures and options on the exchange. This license is issued by the Federal Financial Markets Service (FFMS)
- Contribution to the Contingency Fund
- Initial Margin for proprietary and client trades
I. Admission to membership of a derivatives market section
Required documents:
- Application for membership of the derivatives market section
- Applicant’s questionnaire
- Two references: either from two General Clearing Members, who enter Top-25 active Derivatives market section participants over the last 3 (three) months; or from one General Clearing Member who enters Top-25 active Derivatives market section participants over the last 3 (three) months and one Special Clearing Member who enters activity rating of Securities/Commodity/Money Section participants over the last 3 (three) months
- Agreement on trading organization services in the derivatives section (in two copies)
The following documents shall also be submitted unless they have been submitted before:
- Statement of consent to information transfer
- Constitutive documents
II. Registration of a Derivatives market section member as a Clearing Member for the selected market section(s)
Required documents:
- Application for registration as a Clearing Member
- Clearing Services Agreement (in two copies, unless submitted before)
- Traders’ letters of attorney
The following documents shall also be submitted for getting access to trading as a Special Clearing Member in the Securities and Money market sections:
- Office copy of licenses of professional market participants authorizing the license holder act as a broker, dealer and/or asset manager;
- Information on the qualification certificates issued by the FFMS in the name of the head of the company and the controller, with copies of qualification certificates attached
- Copies of traders’ qualification certificates issued by the FFMS;
- Financial statements for the last quarter in accordance with the standard form established by the FFMS for quarterly reports (form 1100);

In addition, the following documents shall be submitted for getting access to trading as a General and Special Clearing Member in the Commodity market section:
- Office copy of an exchange intermediary license authorizing the license holder to trade contracts that are recognized as derivative instruments underlied by an exchange-traded commodity
- Copies of exchange broker licenses issued to accredited traders by the FFMS that authorize these traders to trade contracts that are recognized as derivative instruments underlied by an exchange-traded commodity.
- Equity statement in accordance with the FFMS order No 05-43/pz-n as of 29.09.2005 (is submitted on paper signed by the director and accountant of the organization as of the reporting date).
